EU Advances Digital Identity Framework with ISO Standards Integration for 2025 Launch

The European Union is advancing its digital identity framework by incorporating ISO standards to enhance mobile consent control, building on years of development toward standardized, secure, and privacy-preserving identity systems across member states. The initiative represents a significant evolution of the EU’s digital identity strategy, which began with the original eIDAS regulation in 2014.
The integration builds upon the European Digital Identity Framework and eIDAS 2 proposal, which aim to create unified digital identity standards throughout the EU. A key component of this effort is the European Digital Identity Wallet (EUDI Wallet), being developed by Scytales in partnership with Netcompany-Intrasoft under a European Commission contract. The wallet will enable electronic signatures, cross-sector document validation, and transparent data usage controls. The development follows the EU’s selection of the Scytáles and Netcompany-Intrasoft consortium to lead the project.
In May 2025, the OpenID Foundation demonstrated the interoperability of digital identity credential presentation across various platforms and regions.
“Microsoft is dedicated to leading the advancement of secure and privacy-preserving digital identity solutions,” said Juliana Cafik, Principal Program Manager and Identity Standards Architect at Microsoft. “By participating in the development of open standards, we are ensuring that digital identities are universally accessible and trusted.”
“Participating in interoperability events like this one is an opportunity to validate the latest protocol drafts and versions, test the robustness of our implementation strategy and highlight any need for greater clarity in specifications to ensure better alignment,” said Marina Ioannou from Scytales.
The technical foundation of these developments includes ISO standards such as ISO 18013-5, which defines the core mobile driver’s license data structure and offline presentation protocols, while ISO 18013-7 and 23220 establish online presentation mechanisms. These standards have already been successfully implemented in several jurisdictions, including Iowa’s Mobile ID program. The EU is also preparing to launch a privacy-focused digital age verification tool in 2025, further supporting the standardization of digital identity systems.
Mickaël Gaborit, a partner at Blooo, is contributing to various working groups related to digital identity, including CEN, ISO, and eIDAS. His work focuses on compiling comprehensive standards for digital identity to support identification and authentication digitization while enhancing security, privacy, and user convenience across the EU.
